I really don't see a need for an ingame guild recruitment tool. I do think they need to make guild halls tho. I think that if you really want a guild that you'll find one. After my first guild fell apart I spent about 2-3 months jumping from guild to guild until I found a good fit for me. That'll help formulate recruitment messages and application procedures etc. This sometimes can be more difficult in Guild Wars, in my opinion. Other games have, for example, the raiding scene where a guild can recruit specific classes, progression or numbers to match their current raiding needs.
